The HPA has been made aware of a welfare situation affecting horses at Hollybush Farm, Eversley. Equine welfare is of the highest priority to all of us at the HPA, and we are working to assist the RSPCA and the police however we can.
 
It is our understanding that the RSPCA will be in attendance at the property today (3 April 2023) in order to investigate this matter and to provide the necessary care to the horses involved.
 
The jurisdiction of the HPA in cases such as these applies only to our members, and according to our records the owner of these horses is not currently, nor has he ever been, a member of the HPA.
 
We will continue to assist the organisations involved and would advise anyone with any information or concerns to contact the RSPCA immediately.
UPDATE: WEDNESDAY 5 APRIL

The HPA attended Hollybush Farm, Eversley yesterday (4 April) in response to concerns raised by the public and at the invitation of the owner.

Having inspected all of the horses on the premises, we are satisfied that, given the continued involvement of the RSPCA, none of the horses are an immediate welfare emergency.

We have identified some concerns and have made several recommendations to the owner that should be implemented to improve the welfare of the horses. We are confident that these will be carried out, and we plan to return in the near future to confirm that these changes have been made.

We continue to work alongside the RSPCA to ensure that the horses are closely monitored. We are unable to comment with further details, due to ongoing investigation by the RSPCA.

The HPA’s jurisdiction in welfare matters applies only to members, and the owner is not currently, nor has he ever been, a member of the HPA. Any HPA inspection under these circumstances relies solely on the cooperation and willingness of the owner, and we are pleased that we have been invited to work with him in this instance.
